City of Seguin<\/a> animal-control issue, it is an important Guadalupe County matter that could directly affect thousands of residents living in the unincorporated areas surrounding Seguin and throughout the county.<\/p>\n\n\n\nCounty Expansion Plan Stopped<\/p>\n\n\n\n
Understanding County Animal Services<\/h2>\n\n\n\n
Guadalupe County had been considering a substantial remodel and expansion of its existing Animal Services facility, located near the Guadalupe County Sheriff\u2019s Office and County Jail in Seguin.<\/p>\n\n\n\n
The proposed project was intended to address limited kennel space, aging facilities and growing demand for animal services as the county\u2019s population continues to increase.<\/p>\n\n\n\n
The project has now been halted by the Guadalupe County Commissioners Court.<\/p>\n\n\n\n
The decision follows a series of votes that demonstrated significant disagreement among commissioners over the proposed expansion.<\/p>\n\n\n\n
In May, commissioners voted 3-2 against spending an additional $5,000 to obtain more detailed estimates for expanding the existing facility. Commissioners Jacqueline Ott, Jim Wolverton and Stephen Germann voted against the expenditure, while County Judge Kyle Kutscher and Commissioner Drew Engelke supported it.<\/p>\n\n\n\n
Commissioners opposing the expenditure indicated at the time that their votes did not necessarily mean they opposed finding a long-term solution. Other options, including partnerships with cities or outside organizations, have been discussed.<\/p>\n\n\n\n
A Small Shelter Serving a Growing County<\/p>\n\n\n\n
The current Guadalupe County Animal Services facility has approximately 33 kennels.<\/p>\n\n\n\n
That limited capacity became especially significant this summer when a parvovirus outbreak spread through the shelter.<\/p>\n\n\n\n
County officials reported that 47 dogs were euthanized during the outbreak, including 45 dogs that tested positive for parvovirus. Officials said overcrowding contributed to the difficulty of controlling the highly contagious disease.<\/p>\n\n\n\n
At one point, approximately 47 dogs were being housed in a facility with only about 30 to 33 kennels, requiring some animals to share kennel space.<\/p>\n\n\n\n
Following the outbreak, County Animal Services changed its intake procedures. When the shelter reaches capacity, it may stop accepting most stray dogs, while still accepting dangerous, sick or injured animals.<\/p>\n\n\n\n
The outbreak highlights a larger question that existed even before commissioners halted the expansion:<\/p>\n\n\n\n
Does the existing facility have enough capacity for the Guadalupe County of today, much less the Guadalupe County of the next 10 or 20 years?<\/p>\n\n\n\n
Animal Control Is Not the Same as the Animal Shelter<\/p>\n\n\n\n
One point that can easily become confusing in this discussion is the difference between animal control and operating an animal shelter.<\/p>\n\n\n\n
Guadalupe County Animal Services currently provides animal-control services primarily in the unincorporated areas of Guadalupe County. Its responsibilities include responding to stray or at-large dogs, loose livestock, dangerous animals and animal-cruelty cases.<\/p>\n\n\n\n
Those enforcement responsibilities are separate from operating a shelter where animals are housed, fed, cared for, adopted or transferred to rescue organizations.<\/p>\n\n\n\n
Guadalupe County Sheriff Joshua Ray has said he intends for the Sheriff\u2019s Office to continue performing animal-control and public-safety responsibilities.<\/p>\n\n\n\n
What Ray has questioned is whether the Sheriff\u2019s Office should continue operating the county animal shelter.<\/p>\n\n\n\n
Earlier this year, Ray told commissioners that if another solution was not developed, he intended for the Sheriff\u2019s Office to stop operating the shelter on October 1, 2026.<\/p>\n\n\n\n
Ray has argued that operating an animal shelter is not a statutory responsibility of the Sheriff and that county leaders should determine another structure for providing that service.<\/p>\n\n\n\n
That means the current debate is not necessarily about eliminating animal control.<\/p>\n\n\n\n
The bigger question is who will house and care for animals after county officers pick them up.<\/p>\n\n\n\n
Other Options Have Been Discussed<\/p>\n\n\n\n
County leaders have considered several alternatives to simply expanding the existing shelter.<\/p>\n\n\n\n
One possibility has been a regional partnership with the City of Cibolo, which has been planning a new animal-services facility of its own.<\/p>\n\n\n\n
Sheriff Ray previously told commissioners that Seguin, Schertz and Cibolo were contacted about possible partnerships. According to Ray, Seguin and Schertz were not interested in pursuing such an arrangement during those preliminary discussions, while Cibolo expressed interest.<\/p>\n\n\n\n
One concept discussed involved increasing the capacity of Cibolo\u2019s planned facility and developing some type of partnership with Guadalupe County.<\/p>\n\n\n\n
Another option discussed earlier this year was a public-private partnership.<\/p>\n\n\n\n
Under that type of arrangement, Guadalupe County and the Sheriff\u2019s Office could continue providing animal-control enforcement while a nonprofit or other organization operates the sheltering, adoption, fostering and animal-care portions of the system.<\/p>\n\n\n\n
Those alternatives could ultimately cost taxpayers less than constructing and operating a larger county facility.<\/p>\n\n\n\n
They could also cost more.<\/p>\n\n\n\n
Before a decision is made, taxpayers should be provided with a clear comparison of construction costs, operating expenses, staffing requirements, transportation costs and long-term capacity for each option.<\/p>\n\n\n\n
What About Residents Inside Seguin?<\/p>\n\n\n\n
Residents should understand that Guadalupe County Animal Services is not the primary animal-control provider inside the Seguin city limits.<\/p>\n\n\n\n
The City of Seguin operates its own Animal Services Department and shelter.<\/p>\n\n\n\n
Guadalupe County Animal Services primarily serves residents living in the unincorporated portions of Guadalupe County.<\/p>\n\n\n\n
However, a person can have a Seguin mailing address while actually living outside the Seguin city limits. For those residents, Guadalupe County animal-control services may be their primary source of assistance.<\/p>\n\n\n\n
That makes this an important issue for many families living immediately outside Seguin, as well as residents throughout rural and unincorporated Guadalupe County.<\/p>\n\n\n\n
The County Still Needs a Plan<\/p>\n\n\n\n
Rejecting or halting a multimillion-dollar construction project is not necessarily a bad decision.<\/p>\n\n\n\n
County commissioners have a responsibility to determine whether a proposed facility is necessary, appropriately sized and financially responsible before committing taxpayers to construction costs and years of operating expenses.<\/p>\n\n\n\n
But stopping one proposed solution does not eliminate the underlying problem.<\/p>\n\n\n\n
Guadalupe County continues to grow.<\/p>\n\n\n\n
Animal-control calls will continue.<\/p>\n\n\n\n
Stray and abandoned animals will continue to be picked up.<\/p>\n\n\n\n
Dangerous animals and cruelty cases will still require intervention.<\/p>\n\n\n\n
In 2025 alone, Guadalupe County Animal Services reportedly responded to approximately 2,780 calls and impounded 751 animals.<\/p>\n\n\n\n
The County still needs somewhere to safely house animals after they are taken into custody.<\/p>\n\n\n\n
The most important question now is not whether the previous expansion plan was stopped.<\/p>\n\n\n\n
The question is:<\/p>\n\n\n\n
What replaces it?<\/p>\n\n\n\n
County residents deserve clear answers.<\/p>\n\n\n\n
What shelter capacity does Guadalupe County actually need today and over the next decade?<\/p>\n\n\n\n
What happens if the Sheriff\u2019s Office stops operating the shelter on October 1?<\/p>\n\n\n\n
Will the County partner with another city?<\/p>\n\n\n\n
Will a nonprofit or private organization operate the shelter?<\/p>\n\n\n\n
Where will animals picked up in unincorporated Guadalupe County be taken?<\/p>\n\n\n\n
How much will each alternative cost taxpayers?<\/p>\n\n\n\n
How will the County prevent overcrowding and another serious disease outbreak?<\/p>\n\n\n\n
These are questions that should be answered before the current system reaches another crisis.<\/p>\n\n\n\n
A County Issue Worth Watching<\/p>\n\n\n\n
Better Seguin\u2019s<\/a> primary focus is the City of Seguin, but decisions made by Guadalupe County government also affect our community, our taxpayers and the thousands of county residents who live immediately outside the city limits.<\/p>\n\n\n\nThe decision to stop the Animal Services expansion may ultimately prove to be the right financial decision.<\/p>\n\n\n\n
But it cannot be the end of the discussion.<\/p>\n\n\n\n
Guadalupe County still needs a sustainable, humane and fiscally responsible plan for animal control and shelter services.<\/p>\n\n\n\n
Residents deserve to know what that plan will be before October 1.<\/p>\n\n\n\n
